About the Sitter

As a senior judge within the colonial legal system, Storr would have been responsible for administering English common law within a complex and evolving judicial framework. Johore maintained a semi-autonomous status under British influence, making its courts a key instrument of governance and legal continuity.
Portraits of this nature were typically commissioned to commemorate long and distinguished service, intended for display in courtrooms, official institutions, or private collections. This work therefore functions both as a formal likeness and as a representation of authority within the British Empire.
About the Artist
John Whitlock Codner (1913–2008) was a British painter working within the academic tradition of portraiture and figure painting. Born in Beaconsfield, Buckinghamshire, he was the son of Maurice Codner, a successful society portraitist and Royal Academy exhibitor associated with Sir Alfred Munnings.
He was educated at St Edward’s School, Oxford, and trained at the Regent Street Polytechnic School of Art under Harry Watson in the early 1930s, where he developed a strong foundation in traditional draughtsmanship.
During the Second World War, Codner served in the Royal Engineers as a camouflage officer in the Middle East, working alongside artists and designers engaged in military deception operations. This experience forms a notable aspect of his career and historical context.
Following the war, he taught at the Sir John Cass School of Art (1947–1951) and exhibited at the Royal Academy and the Royal West of England Academy, becoming a member of the latter. His works are held in public and institutional collections across the United Kingdom, reflecting his role as a painter of professional and civic portraiture.
Until 1958 he signed his works “John Whitlock,” later adopting “John Codner,” allowing this work to be placed within his earlier, more traditional period.
